The MTERA Coalition

The MTERA Coalition

The MTERA Coalition was developed by MTERA Member Tribes to strengthen Tribal-led energy sovereignty across the Midwest and beyond. Building on MTERA’s role as a trusted Tribal partnership convenor, the Coalition will unite Tribes, Tribal organizations, and allies – under the direction of MTERA’s governing board of Tribal Energy Champions– to coordinate action, share expertise, and advance collective Tribal energy priorities. The Coalition is guided by MTERA’s four strategic pillars, which together provide a framework for advancing Tribal energy leadership:

  • Workforce Development
  • Policy & Advocacy
  • Tribal Energy Sovereignty
  • Collective Action

Our Approach

The MTERA Coalition: Tribal-Led Collaboration for Energy Sovereignty The MTERA Coalition is a collaborative, multi-layered network designed to uphold Tribal sovereignty, strengthen intertribal leadership, and coordinate action on regional energy priorities.

Created by Tribal Energy Champions (TECs) serving on MTERA’s Board of Directors, the MTERA Coalition is guided by leaders appointed by their Tribal Nations. These leaders ensure all initiatives reflect Tribal priorities and advance energy sovereignty.

As a strategic initiative of MTERA, the Coalition provides a structured space for Tribes, trusted partners, and allies to collaborate in response to a rapidly changing energy landscape. Moving beyond information-sharing, the Coalition focuses on action-oriented collaboration across workforce development, policy, financing, energy resilience, and sovereignty.

Decision-making authority rests with Tribal leadership, while partners contribute expertise and resources. Through priority-aligned workgroups, peer learning exchanges, and coordinated advocacy, the Coalition strengthens shared strategy, aligns resources, and amplifies regional influence. Participation in the MTERA Coalition supports a unified, Tribal-driven effort to build long- term capacity, advance self-determination, and accelerate clean energy solutions rooted in community values and generational responsibility.
