For now, MTERA is dedicated to serving the Tribes located in EPA region 5. However, as our mission and team learn and grow, membership may be extended regionally or even nationally. If you are interested in MTERA’s mission and vision, please stay connected by following us on LinkedIn for the latest news and updates.

While membership is limited to Tribes located in Minnesota, Wisconsin, and Michigan, we encourage anyone interested in MTERA’s mission and vision to contact us to learn about our current policy and advocacy goals, utilize any hosted informational webinars, and access other resources that apply to their Tribe and location.

MTERA is governed by Tribal Energy Champions (TECs) who are appointed by their respective Tribal Councils. Since TECs govern the organization and are key to effectively deploying MTERA resources, we maintain individual engagement with each Tribe. Project selection and decision-making opportunities are discussed and voted upon during the monthly MTERA Board of Directors meetings.

MTERA’s policy and advocacy team actively monitors local, state, and federal energy policies that impact Tribal nations, from utility regulations to funding opportunities and interconnection rules. MTERA is dedicated to providing timely analysis and updates to our member Tribes, ensuring they have the necessary information to engage effectively with policymakers and regulatory bodies. MTERA’s mission and vision is to empower Tribes to be informed and have a seat at the table, driving policies that shape their energy future.

MTERA’s policy and advocacy team works with Member Tribes to ensure that Tribes can collaborate with local, state, and federal stakeholders to unlock optimal projects, ensure fair utility pricing for citizens, quality service agreements, and build positive relationships at all levels.

The MTERA Coalition is a collaborative network that brings together Tribal Nations, energy leaders, and trusted partners to advance Tribal energy sovereignty. Through shared learning, convenings, and coordinated action, the Coalition supports Tribal-led solutions in energy development, resilience, and workforce growth. The Coalition is open to Tribal Nations, Tribal Energy Champions, Tribal staff, community leaders, and aligned organizations or partners. Anyone committed to supporting Tribal-led energy initiatives and working collaboratively in a respectful, consensus-driven environment is encouraged to join.

The MTERA Coalition was developed by MTERA Member Tribes to strengthen Tribal-led energy sovereignty across the Midwest and beyond. Building on MTERA’s role as a trusted Tribal partnership convenor, the Coalition will unite Tribes, Tribal organizations, and allies – under the direction of MTERA’s governing board of Tribal Energy Champions– to coordinate action, share expertise, and advance collective Tribal energy priorities.
